According to the Ministry of industry and infrastructure development, the main purpose of introducing the recycling fee is to update the 80% outdated agricultural machinery fleet, create a full-fledged recycling system, and encourage the disposal of decommissioned equipment on the territory of the Republic of Kazakhstan. The interdepartmental Commission on business regulation approved the regulatory impact analysis conducted by MIIR, which provides for the introduction of a recycling fee for all types and brands of tractors, grain harvesters and forage harvesters,” Roman Sklyar wrote in his response . According to him, the list of goods (products) that are subject to extended obligations of manufacturers, provided for an exemption that allows not to pay the recycling fee to some foreign companies included in the Comprehensive plan of measures to attract foreign direct and domestic investment. This exception was introduced on the basis of a request from the National chamber of entrepreneurs “Atameken”, industry associations and unions under the Ministry of agriculture, as well as agricultural producers, since the equipment produced in the Republic of Kazakhstan does not meet the characteristics and quality of imported models required for large sown and harvesting areas, high yields, production of oilseeds and other highly profitable crops. “Meanwhile, at the meeting of the Council of the Eurasian economic Commission on February 21, 2020, the Government of the Republic of Kazakhstan was recommended to exclude this exemption in order to eliminate discriminatory measures of manufacturers of the EAEU member States. For these purposes, by order of the acting The Minister of ecology, Geology and natural resources of June 15, 2020 No. 146 “on amendments to the order of the acting Minister of energy of December 4, 2015 No. 695″ on approval of the list of products (goods) that are subject to extended obligations of producers (importers)” the corresponding note was deleted,” the Deputy Prime Minister recalled. According to MIIR data, the introduction of recycling payments for tractors and combines has significantly increased the investment attractiveness of the agricultural machinery industry. “So, only in the last year, taking into account the limited duration of the transition period, agreements on industrial Assembly were concluded and the production of high-performance equipment of leading world brands was introduced (…). Currently, an agreement has been signed on the industrial Assembly of equipment of the German brand CLAAS on the territory of the Republic of Kazakhstan. Major manufacturers of agricultural machinery from the EAEU countries are successfully implementing cooperation projects together with Kazakhstani enterprises. Today, Kazakhstan’s agricultural machinery sector is represented by such enterprises as JSC “Agromashholding KZ”, LLP ” KZ “vector”, LLP “SemAZ”, LLP “Composite Group”, JSC “Petropavlovsk tractor plant”, LLP “Kostanay tractor plant”, LLP “Kazakhstan agro innovation Corporation” and LLP “don Mar”, – listed R. The Deputy Prime Minister announced the advantages of using imported agricultural machinery. “If production is organized on the territory of Kazakhstan, producers have the right to receive incentives for the production of agricultural machinery that meets the environmental requirements of the technical regulations of the EAEU, in the form of financing and reimbursement of a number of costs. As part of the introduction of the recycling fee, it is planned to launch a program for the delivery of decommissioned agricultural machinery, where a discount certificate will be issued instead of the old one handed over for recycling, which can later be used when purchasing new equipment. The nominal value of the discount certificate is determined in accordance with the procedure established by law and can be up to 1.5 million tenge. To date, when the combine is handed over for scrap, the compensation is about 300-500 thousand tenge, ” R. Sklyar said. Taking into account these measures, the Deputy Prime Minister expressed the opinion that it is inappropriate to cancel the recycling payment for agricultural machinery.
