“In the September Address, the Head of state set the task for the Ministry of agriculture to develop measures to stimulate cooperation in rural areas. Now the main focus is on vertically integrated anchor cooperation, because without interaction with large processing enterprises, it will be difficult for small, disparate farms to develop. But at the same time vertical cooperation should be developed and horizontal, when small farmers and private farms cooperate with each other, ” – said the head of the Ministry of agriculture.
According to statistics, as of July 1, 2,906 agricultural cooperatives were registered in the country, which unite about 52 thousand members, including 27 thousand private farms.
“To stimulate the development of cooperation, state support measures are in place in the form of priority and increased standards in investment subsidies. As part Of the rules for subsidizing animal husbandry, it is planned to reduce the cost of harvested agricultural raw materials. There is also a special tax regime for agricultural cooperatives, which provides for a 70% discount on all taxes, ” the Minister said.
In addition, the state program “Enbek” provides loans to cooperatives through JSC “Fund for financial support of agriculture” at a rate of 6% for up to 7 years (in Zhambyl region at a rate of 2.5% through the SEC “Taraz”).
Along with this, in order to encourage cooperation, the project office of the Government, together with the “El Umiti” project of the First President’s Foundation, has created a group of agricultural Leaders who, together with the Ministry of agriculture, are working on various models of cooperatives and support measures for them, taking into account industry and regional specifics.
